How to solve: The server localhost cannot be accessed -> localhost:8090
Error
When you try to access the administration interface via your web browser at http://localhost:8090, you get the error that the page is not reachable.
“Can’t reach this page”
Root cause
The lmadmin service is not running. The lmadmin process has to be running, since it also starts the web interface.
Please check if the service is installed. I should be listed as lmadmin64 if you have not changed the service name during installation. If the status does not show “Running”, the service is not properly started.
Solution
During installation you should install it as a windows service. The following screenshot shows the dialog where you can select the box to install it as a service.
Select the Run as a service checkbox
Then check, if the service is running via the Windows Services Dialog.
If the service is not started, please start it via the Windows Services Management Interface. You can right click on the service and select “Start Service”. Then try again to access the web page http://localhost:8090. If it is still not showing up, create a Ticket at EB Global Product Support. Please add all log files that you find at “C:\ProgramData\FLEXlm\lmadmin\logs” to the ticket.
How to upgrade floating license
After you have renewed your maintenance contract, you have to upgrade the license to have the new license conditions (e.g. expiration date).
The upgrade is only possible with an internet connection.
If no internet connection is available for the computer where the license is activated, you have to first do follow the offline return and offline activation procedure.

Instructions for single users
How to activate license on another machine
You first have to return the license from the current machine. There is a method for online return when you have an internet connection. If no internet is available for the computer where the license is activated, an offline return is possible.
After the license has been returned, an activation on the new machine can be done as usual.
Please note that you can only return a license 3 times. After that you have to contact Elektrobit support.

Under Linux, the following operations are supported for Single User Licenses
- online activation of a license
- offline activation of a license
- online returning a license
- offline returning a license
Please note that a single user license is not intended to be used within a container and will not work as expected in such an environment.

Licensing errors
Activating floating license key was successful but installing lmadmin failed
Error
Installation of FlexNet Publisher License Server ended with the following error message.
“The installation of FlexNet Publishern64-bit License Server Manager is finished, but some errors occurred during the install. Please see the installation log for details.”
Root cause
The installed java version is not compatible with the version of the FlexNet Publisher License Server.
This error will happen only when you have installed java 17.
Solution
Downgrade Java to V15 or below. For this it is recommended to use a maintained OpenJDK build.
Microsoft has such a build available for download: https://learn.microsoft.com/en-us/java/openjdk/download
The OpenJDK 11 build from Microsoft is known to work well with FlexNet-Publisher Version 11.19.
Platform: Windows
Architecture: x64
Type: msi
Download link: microsoft-jdk-11.0.23-windows-x64.msi
After Updating the Java version, run the installer for the FlexNet Publisher License Server again.
After successfully installing the FlexNet Publisher License Server, configure the server as detailed in chapter 11 of the LicensingUserGuide.pdf. Instead of following the instruction from Step 1 in Chapter 11.6 “Configure the EB Vendor daemon”, do the following actions:
- Copy the folder Licenses with the file EB_SERVER_CONFIG.lic from the installation directory of the EB Server License Administrator → Licenses to the installation directory of the FlexNet-Publisher License Server
- Copy the files EB.exe and EB_libFNP.dll from the installation directory of the EB Server License Administrator to the installation directory of the FlexNet-Publisher License Server
- Import the file EB_SERVER_CONFIG.lic from the installation directory of the FlexNet Publisher License Server (see step 1) as documented in the LicensingUserGuide.pdf
- Configure the EB vendor deamon as detailed in the user guide. But please be aware that in the instructions from Chapter 11.6 you have to set the file EB.exe different from the value described in the documentation. Set it to “EB.exe” so that it references the file that we copied to the installation directory of the FlexNet Publisher License Server. After that, you can go on with the configuration as described in the user guide.
- After configuring the Path to the executable, continue with step 2 in Chapter 11.6 in the LicensingUserGuide.pdf.
License cannot be generated; it is already expired. Connection to FlexNet Operations Server failed.
Error
The customer gets the following error message from the EB Client / Server License Administrator.
ERROR: flxActAppActivationSend (50040,41147,10248)
license cannot be generated; it is already expired.
Connection to FlexNet Operations Server failed.
Root cause
The License, that the customer tries to activate is a leased, subscription or evaluation license AND the license has already expired. After these license types (leased, subscription or evaluation) have expired, they cannot be used anymore.
Solution
Contact EB sales to extend the license contract. EB sales can change the expiration date of the license. This will not change the activation code, so the user can still use the same code after the expiration date has been changed.
If the customer has already activated a license and the expiration date is changed afterwards, the customer will see the new expiration date only after doing the update operation for the license in the EB Client / Server License Administrator.

License key has been activated successful but the license cannot be used
Error
Failed to retrieve an Elektrobit specific license feature. e.g. “EB_TS_BASE”.
Possible root causes and solutions:
| Root cause | Description | Solution |
|---|---|---|
| No single user license has been activated | If your company uses single user licenses, the license needs to be activated on the computer that the EB Product runs on. | Use the EB Client License Administrator to activate a single user license |
| The license server is not configured | If your company uses floating licenses, the license server has to be correctly configured to be able to use the floating license. | Configure the license server according to the documentation of the EB Product you use. |
| The firewall is not configured correctly | If your company uses floating licenses, a network communication between the EB Product and the License Server is necessary. I case the firewall of your network blocks the ports used by the license server to deliver licenses, the license cannot be used by the client the EB Product runs on. | Contact your local IT department and configure the network rules to allow communication between the server and the client. The port numbers can be determined in the FlexNet Publisher web interface. The port of the license server and the port of the vendor daemon must be accessible by the client.
The license server port can be seen at System Information. The vendor daemon port can be seen at the Vendor daemon configuration. |
| A perpetual license is outdated | The maintenance release date of the EB Product that you use is after the maintenance end date of your license. You are only allowed to use the version of the EB Product that have been released before the maintenance end of your license. | Renew the maintenance contract of your EB Product. After extending the maintenance contract, you need to upgrade the license to have the new maintenance end information available on your license. |
| A non-perpetual license has expired | A non-perpetual license (leased, evaluation or subscription) has expired. After it has expired, the license cannot be used any more. | Renew the subscription or leased contract for your EB Product or upgrade to a full license from an evaluation license. |
| License server is not running | If your company uses floating licenses, the license server could be down. | Contact the administrator of the license server in your company. |
| EB Server/Client License Administrator is outdated | Your EB Product might use a newer version of FlexNet Publisher than the EB Client / Server License Administrator that is installed. | Update the EB Client / Server License Administrator with the newest version available at https://www.elektrobit.com/support/licensing/licensing/ |
| A remote connection is used to run the EB Product with a single user license | Single User licenses cannot be used from a remote connection (e.g. Remote Desktop or SSH). | Use the EB Product only locally and not from the Remote Connection. In case you need to have a remote connection, consider using a license server and floating licenses. |
machine ID: can’t be determind
Error
In the EB Client License Administrator (or the EB Server License Administrator), the box where the MachineID is usually displayed only shows: “can’t be determind”
Root Cause
Either the trusted storage is corrupted or the licensing system cannot determine a machine ID on this computer.
Solution
Reset the trusted storage
- open a command shell in the subdirectory x64 of your License Adminstrator tool. (e.g. C:\EB\EB_Client_License_Administrator\x64)
- run the program tsreset_app.exe -help (or tsreset_svr.exe when using floating licenses) in this directory to see a list of options
- run the program tsreset_app.exe -reset (or tsreset_svr.exe when using floating licenses) to reset the trusted storage
Verify the trusted storage and machine ID calculation after the reset
- Then, start again the EB Client License Administrator (or EB Server License Administrator when using floating licenses)
- The machine ID should now be displayed normally again
If still no machine ID can be determined, please contact EB Global Product Support with the following information:
- Specification of the PC
- Is this a virtual machine? If yes, which vendor (e.g. VMWare, VirtualBox etc.)
- Is this a laptop or a workstation?
- Are you connected to the PC via remote desktop connection or are you working on the PC directly
- Run the command line tool appactutil.exe -unique and share the outcome with EB in the Support Ticket
- Operating System of the PC
- Activation Code you are using
- Version of the EB Client/Server License Administrator that you are using
Offline activation failed
Error
The offline activation fails.
Root cause
Please open the response file in a text editor. Search for the keyword “ErrorCode”. Here, you should see the error message with an explanation why the offline activation was not successful. The same cases as for the online activation can happen. The failure cases of the online activation also can apply here. See page. The error message will be written in the response file. When processing the response in the EB Client/Server License Administrator, there will be only a error code.
Solution
To solve the issue, please send EB product support – Request and Response file of your offline activation, that has failed to identify the specific root cause.
Single-User license key restriction (Remote desktop or terminal desktop sessions is technically prohibited)
Error
The license cannot be found when logging in via remote desktop to the computer where the EB product is installed and the license is activated.
Root cause
Using an EB product licensed with a single user license cannot be used with remote desktop. Single-User license is not allowed to be used on remote desktop. This usage is technically prohibited. Remote desktop or terminal desktop sessions is allowed only for floating licenses.
Solution
To use EB licensing for remote-desktop connection you need to use floating licenses and a license server.

Error
The license that you want to use shows *** BROKEN:HOST *** in the Trusted Status column in the EB Client / Server license administrator.
Possible root causes and solutions
| Root cause | Description | Solution |
|---|---|---|
| The virtual machine was cloned | When the virtual machine is cloned, most virtualization technologies assign a new VMID. This VMID is used by FlexNet to identify the host of the license. So the license becomes not trusted when this identification attribute is changed. | Return the license and reset your trusted storage. Then activate the license again. |
| The attributes used to determine the physical machine have changed | On physical computers, FlexNet can use a variety of System attributes to determine the host of the license. This can e.g. include the Serial Number of the CPU, the installed hard drives, the Ethernet address and so on. When one of these properties change, the license becomes not trusted. | Return the license and reset your trusted storage. Then activate the license again. |
| A container technology is used | Licenses shall not be activated within a container. In a containerized environment, FlexNet cannot determine the host of the license properly. So after restarting the container, any license that has been activated within that container, will not be trusted anymore. | Use a permanent floating license server from which the containers can request a license for their runtime. |
| The trusted storage was copied to a different computer | Copying the trusted storage is not allowed. The trusted storage will not be usable on a different machine. | Activate a valid license on the machine with the License Administration tools provided by Elektrobit. |
